Amentum Supports the Future Self-Sustainment of Afghan Defense on SMAAP Program

Amentum provides in-depth functional and programmatic support to train, advise, and assist the Afghanistan Ministry of Interior (MoI) and the Ministry of Defense (MoD), and other security institutions in Afghanistan to assume responsibility for Afghanistan’s own self-sustainable security needs. The program began in late 2019 with 300 qualified advisors, mentors, and interpreters with experience drawn from traditional military and governmental staff functions. Amentum provides security escorts as required by in-country Operations Security (OPSEC) force protection requirements. SMAAP synchronizes the development of MoI and MoD managerial and operational systems across the Directorates and Branches.

Our efforts build organizational capacity and capability at all levels within the MoI and MoD so they can independently plan, program, and manage their Afghanistan National Army (ANA) and Afghanistan National Police (ANP) forces.

This contract is a follow-on effort that combines the ANA and ANP training, advising, and assisting programs that Amentum, through its legacy company DynCorp International, managed through multiple iterations since 2010. The scope of these prior contracts was similar, but also included life support services for 11,000 Afghan and 4,200 U.S. and coalition personnel at our 18 self-sufficient sites. All totaled, Amentum has an 18-year history providing infrastructure support in Afghanistan.

Project Highlights

  • From the ANA and ANP predecessor contracts, Amentum met the needs of the government by expeditiously filling unexpected and planned mentor/advisor vacancies with qualified personnel to meet fluctuating operational requirements. Between 2019 and 2020, our fill rate was greater than 97 percent.

Amentum’s Rotary Wing Flight Training organization provides education and training for initial-entry pilots from the Army, Air Force, and allied nations who are learning to fly rotary-wing aircraft, as well as for experienced military pilots earning their designation as instrument flight examiners. In order to deliver this no-fail mission, Amentum’s exceptionally skilled team of more than 300 instructors provides classroom academic instruction and hands-on flight instruction in three separate aircraft types, full-motion aircraft simulators, and cutting-edge virtual reality technology. Delivering flight training during the day, at night, and in instrument and night-vision goggle conditions, Amentum’s flight instructors teach all aspects of airmanship, from basic flight handling skills to advanced navigation and tactical skills. With more than 2.7 million flight hours collectively, and an unmatched safety record – several of our instructors have been recognized by the FAA for 50 years of accident-free flying – Amentum’s experienced staff remains intimately involved in the continual evolution of the flight training program in support of Fort Rucker, and absolutely integral to developing future generations of military aviators.

Project Highlights

  • 30,000+ U.S Army and Air Force pilots trained, with 1,400+ trained annually.
  • 5,000+ pilots trained from allied nations including the United Kingdom, United Arab Emirates, and more than 50 others
  • 480 sorties per day totaling more than 500 flying hours on average during practical training
  • Seven 100,000 Flight Hour Accident-free Flying Awards
  • Supported transition and new course development as the Army changed from TH-67 Creek to UH-72 Lakota training helicopters.
  • ISO 9001:2015 registered

Submarine On Board Training (SOBT) & Sailor 2025 Shipboard Training: Addressing Today’s Personnel Challenges at Navy Training Centers

Amentum works with the U.S. Navy to develop flexible education programs as part of the Submarine On Board Training (SOBT) and Sailor 2025 Initiatives. As part of the U.S. Navy’s efforts to increase readiness and improve training, we’re developing interactive courseware (ICW), web / video-based delivery, and 3-D simulation that can be delivered both in-person and remotely through programs such as SONAR and Officer of the Deck. We’ve developed a rapid deployment / targeted / multi-language / internet-based training approach that can create critical topics.

Our instructors have developed classroom and field instruction for key topics, including:

  • Operations and Maintenance of various systems on the VIRGINIA-class submarine
  • Safe and proper handling of ammunition and explosives
  • Operating and assessing data from electronic warfare equipment aboard surface vessels
  • Proper and acceptable conduct in foreign ports of call
  • Undersea surveillance analysis and watchstanding
  • Naval intelligence

Project Highlights:

  • Designed and developed more than 1,000 hours of Interactive Multimedia Instruction for the US Navy
  • Converted more than 950 hours of factory training developed by various commercial vendors into a blended learning curriculum
  • Assigned responsibility for continuous oversight and revision of 25 courses of instruction for the U.S. Navy’s Submarine Force
  • Designed and produced more than 100 video training shorts for use by the fleet through the Navy’s Learning Management System
  • Designed and developed familiarization and cultural awareness for 88 foreign countries to prepare DoD personnel for a transition to those locations
  • Supported continuous support of the SOBT initiative since 2007
  • Supported curricula development for the Information Warfare Training Command (IWTC) since 2005
